No they just dont care to Vote .. and yes they have time but as for Incentive you give them to much credit

There are exponentially many more moochers in poverty that the very wealthy. And the wealthy pay most of the taxes from which everybody mooches. Even the very wealthy have a means to actually generate income than those in poverty.
