I think his point is to stop the cycle of giving out freebies to those lazy voters who could be able to put some effort into finding a job instead of s#^&#^&#^&#^&#^&g on the government teet. Afterall, those wasted dollars could go to do some good like fix the countries' infrastructure that is falling apart or reduce the national debt etc.
