Even the declaration of independence did not form our country, We were 13 independent colonies until the states ratified the US Constitution.

Technically, the country started when the constitution was ratified, yes. Alot of work and hardship lead up to that point. i think the hardship, sacrifices, and progress prior to the ratification of the constitution count.
