I did something similar on a freshwater plug using a drum sander in the drill press. Mark the center line on the top and place a line on the sides where you want the cut. Go slow and join the lines. Finish up by hand with sandpaper.

I got drum sander set for the drll press ... tough duplicating that way .. tough getting them identical ..

Eddy, I have the large musky Heddon Flaptail if you want to borrow and copy it. Nice plug. Here it is with a large conrad to give you an idea of its size. Hook hangers are pinned in by screws from each side.

no need to bandsaw, just scan it,print and cut and trace
you'll need the plug for getting the scoops right
I did one a month ago
