If they are chromed nuts, chances are that the steel is rusting underneath the chrome coating... no real cure for that- If its bugging you, I would remove one and take it in to NAPPA and buy 16 or 20 new ones.

If they are the stock jeep nuts they are as stainless cover over a steel nut. Do yourself a favor and go to napa or carquest and get some good one piece nuts and put them on with a little antisieze. The problem with the 2 piece nuts: the rust expands under the stainless shell and then one is forced to take the shell off with a chisel and pound a metric inpact socket over the remainder of the half rounded steel insert.
