They have been coming back. The stock assessment show an increase in GOM, George's and SNE stocks. I can personally tell you that fishing has been getting better and better on Cox's. Problem is that they are not coming back as quickly as everyone would like.

why is it that we take 100's of years to EFFF

Yup,
which is why the regs are going to crack down harder.
they had been saying they would never come back.... maybe they will
Lot of hurdles still for them to get back anywhere near recent historic levels, let along, 'normal' levels

NMFS has proposed a moratorium on all winter flounder fishing off southern New England and the Mid-Atlantic.

IMHO
Winter flounder are a victim of overfishing. Period. Their recovery is now hampered/squashed by all of the above (seals, cormorants, climate change etc..)
They aren't unicorns. I caught 2 last year
