there are two services used for email sending and receiving.
when you receive mail you use a service called pop3 when you send mail you use a service called smtp. You might use imap but I doubt it. some isp's use different servers for the services or at least different servernames.

If you can receive your mail that means your credentials (username and password) are working for the pop server if you cannot send mail something happened with the smtp side.

Possible scenarios
Your isp changed the default sending port (25) and didnt tell you.

They now require authentication in order to send.. (this is a little check box in outlook)

They only allow ssl connections which would mean a port change

Their smtp server name has changed... usually its mail.mailprovider.com or smtp.mailprovider.com.
Best thing to do is go to the isp's website and look for instructions on how to setup outlook for email. Usually if you log into their webmail and find the help section they have it all layed out... Unless they don't want you to use outlook then you have to do digging.

Hope that helps.

Arrow or

you can open up a Google mail account

it's a very good email client

then you simply add your present email address to
your account and import the mail

it has unprecedented amounts of email storage

they have easy tutorials about setting it up

they only problem i have with that scenario is if you send mail using gmail as say comcast the recipient, if they are using outlook gets the message from line as "gmail sent on behalf of comcast" which imo looks shady and sometimes gets caught by outlooks spam filter.

its basically using gmails smtp for comcast and acts like a relay which spam filters don't like

all that said, just switch to gmail its a great free choice
