how to keep herring chunks on ?

Put them on ice. Make sure your hooks aren't that thick and have good barbs, gama's are good. Don't cast too hard or they will fly off. This usually works for me. Although I tend to be too lazy to ice them and if they are fresh herring they turn into mashed taters good luck....

try to by fresh bait...frozen bait SUCKS and when it thaws it is soft and squishy.
