Hi Jim, I just bought the same filters and installed them in my boat. I have twin outboards so i did it twice. I just unscrewed the old ones ( did not have the clear base) being careful not to tip and oiled up the new one and screwed it on. I didn't spill a drop. Mine are attached at each side of my transom and easey to access. I hope this helps. Once you have the unit removed you can seperate the two parts somewhere that you are not worried about getting some fuel on. I didn't even fill the new one with fuel as I had heard conflicting advice about it. They filled fine on their own when I started the motors.
