So why did crime start to go down across the whole US 4-5 years before Guiliani was elected Mayor of NY?

From National Bureau of Economic research:
"During the 1990s, crime rates in New York City dropped dramatically, even more than in the United States as a whole. Violent crime declined by more than 56 percent in the City, compared to about 28 percent in the nation as whole. Property crimes tumbled by about 65 percent, but fell only 26 percent nationally."
Giuliani was mayor most of those years.

Never said he didn't have any impact. The decr. was as a result of numerous things done in numerous places and took place all across the US.
Was the Fox article a follow up to one they did the year before discussing how the murder rate was the highest it has been in 20 years and increased 30% (which may have been one of the largest increases in our history)?
As an actuary would you only look at the smaller 2021 increase while ignoring the huge 30% increase in 2020?

I know, look at what happened on 1/6 and they way cops where treated.
So it appears Fox didn't do an article last year when we had one of the largest increases in recent history (at least 30 years).

He took it to a significantly higher (2X) level. And NY became safer than other big cities compared to which it had previously been more dangerous.
The "trend" was not as significant in the nation, as it was in NY city.
