Some women can. Some men can. Depends on the job. And the skills and knowledge of the woman or man.
But, more important for me, is the system of government. Queen Elizabeth the First and Catherine the Great were reputed to be very capable. Marie Antoinette, not so much. But the systems of government that each ruled under would not enable them to do a good enough job to match what is capable under the US constitutional form of government.
What form of government should we have, a constitutional republic, or a Progressive regulatory state? A constitutional republic, if we can keep it.

So I guess you’re ok with anonymous federal agents in unmarked rental vans seizing innocent people off the streets to detain and release with no explanation right? Because that’s what a constitutional republic does right?

There is no form of government that cannot be abused. So long as the people are able to keep their unalienable rights, they can correct abuses. A lot goes into that being possible. A free Press that is more interested in truth rather than propaganda. Education that teaches the value and history of our Republic, and how it is supposed to work, and the mistakes, including judicial decisions, that have been made. It is not easy, and insofar as the citizens would rather leave it up to the politicians and trust our bureaucracies and centralized media, they will let slip their rights and become wards of the state.

haaa...you were the guy that thought it was just fine for federal agents to bust into the home of a couple of unarmed geriatrics in a pre-dawn raid to take them down at gunpoint
maybe these "protesters" should start acting like law abiding citizens
For at least 50 nights, demonstrators have protested...

Just what law did this man break?
The man who’s being called “Captain Portland” after stoically absorbing a beating last night by Federal officers is a 53-year-old Navy veteran named Chris David.
The former Navy CO wanted a word with them about their oath. They broke his hand in 2 places.
Do you think camo cops or troops will get the cooperation of the population?
