Several problems. Recs don't kill 90% of the fish but it is still a high percentage. Recs kill some of the fish they catch in C&R and all the fish they keep. Comms kill all the fish the keep, and more if they are highgrading.

Personally I don't think anyone usergroup should suffer all of the consequences not all of the blame, but drastic changes need be done.

Drop Total Allowable catch by 70% and apply what rules are needed from there, whether slot limits or whatever.

Not true John, take a look at the chart I posted in the other canal thread, in 2017 recreational anglers killed 90% of the total fish killed.

But that percentage is based on interviews, surveys and the few actual physical fish that got counted.

And again, I'm not picking on you Mike, I just need to point that out.
It's a very high percentage for a guesstimated number.
