If you want a complex solution, a wall would be part of it, not the whole of it. It won't stop boats and planes (don't know what your complex solution would) but it would stop a lot of people and slow down a bunch too. And would make it more feasible for a border security force to do its job. And $20 billion is a tiny drip of money that the federal government spends on dip-chit projects.

As for improving conditions in the countries from which the illegals come, we can't nation build the world. If we ease the internal pressures of the poorly governed nations by accepting a steady flow of their population, the crisis needed for their reform is eased and the rotten conditions will remain.

In order to have a successful nation state, its citizens must assure that state. The citizens must demand their rights or revolt.

Perhaps if we had not made sure that popular governments had not survived in Central America they would not be such a mess.
China and Russia are expanding their involvement in the region, while we reduce ours.

And as far as your wall goes Trump tweeted, now explain what will more wall do
He claims to have already solved the problem

He is speaking about a temporary situation which involved exaggerated reaction to stop an immediate threat. The military is not part of a long term complex solution. His border security officers have told him that the wall would greatly help along those parts of the border that have no official port of entry and are not secured 24/7.
