But if they invested the time to follow him and nab him across state lines with MA also involved, they would have violated both RI's and MA's "DEM/EPO LAZY Act". |

Right! And that can carry some stiff penalties. However they would have had to coordinate with the MA authorities, since the RI authorities couldn't arrest him in MA. |
