I think it pops up every time it blocks something else trying to get in. Working much, much better now.

that would be a notification

you can configure it to "not" notify

Is this happening on "Edge"?
If so, get Edge open, without the pop up, you may need to kill the process in taskman several times until it finally opens to the Edge Homepage. Once its at the Homepage, clear cache,cookies and history. Done
