AFAIK there is no fin clipping rule in RI.

I have to think that is completely being A/H,s REC,s catch them .clipped them & then they are safe from commercials pin hookers .........In MA .
That, kinda like the guys I saw Fluke fishing in RI that were putting a knife thru rec shorts & throwing them back in . so in their mind they were F U Cking the commercials guys
