it's easy to get lost in the paperwork but the fact is, the council IS GOING TO VOTE on one of the options listed in this document.

Now the vote COULD be to "DO NOTHING" or it might not.
They are looking at certain areas to "set aside" for "research" "in the future"
The council or noaa are not the "researchers" they don't know if any research will actually get done there. They are just voting on areas to "set aside for future research"
The one possible area that they "could" vote YES to that has everyone up in arms is page 280 (106 on adobe reader). Seems they have taken the vessel trip reports from all the green harbor ground fish fleets and pinpointed the best fishing grounds.
