I don't think that's her decision but rather being made by the security staff of the House.
It also looks like:
Hastert used the Air Force as a shuttle much more frequently.
Hastert often took his family with him.
Many of Pelosi's trips, including the one where they accuse all the booze of being drank, also included Republican members of the House.
Rules for family members state that taxpayers are reimbursed for their tickets and food.
