He was outside and we spoke about this. Per the Epo DISCARDING OF CARCASSES INTO THE WATER IS AGAINST THE LAW, SO IS FILETING BASS ON THE SHORE. He stated that taking the fish back to your car, and fileting it there, and disposing of the rack in a waste recepticle is legal.
