I see what your answer is if you have a substance abuse problem...Lock em up! Surely they get the best drug treatment programs while incarcerated . Also drugs are not easily available in prison either , right? What does is cost to imprison someone for a year ???? I don't think non-violent drug user's should be imprisoned ....
