Party boat crew accused of illegal fluke fishing

Not to hijack, but I just saw some guys under the Mt. Hope bridge yanking up tiny scup and sea bass. They were keeping everything and must've hauled up 20 fish in 20 minutes. I know they aren't overfished, but there are size limits. I've thrown back quite a few myself. Would they be live-lining these things as bait?
