Exactly its Bullsh*t! Are they going to call people and ask how much they caught this year or most likely they going to say everyone who has a license catches aprox 10 keepers a year or whatever. Which will be way off considering how many people buy a freshwater license
just in case but maybe use it once a year. It will end up like the tolls keep raising the fee because they need to allocate money in other places in the state not for what it was originally intended.
