RI's AG Patrick Lynch has been on the right side of environmental issues as well as the ROW problems that have sprouted up - can you imagine, a government official actually doing The Right Thing.
He really is doing a helluva job

And somewhere in there is an acceptable balance that can be struck that has minimal impact on the fish/larvae and efficiency at the plant.
