Or was it near a ramp?
I found a pair of whole 20's at a ramp in gansett once. I assumed forgotten and not abandoned, but thats b/c my mindset isnt to waste fish!

these were perfectly laid out all together on the side of the road.. there was a empty bag of ice there too that looked like they may have used to take the fish out.

I agreed, one should take only what is needed. The rest should be catch and release and enjoy the fun and experience of catching these fine specimens. We all want our childrens' children to have the same experience as we are having now. I hope these idiots get their day soon for wasting these fine fishes.
