Part A being "cloudy" is not an indicative of a problem, at least according to Systems Three. Along with the question of humidity, I'd ask "how fresh was your scratch coat? If your topcoat of paint hasn't fully cured, the residual chemicals can cause the epoxy to "fisheye" or crater... so will oil from your fingers, but I'm betting that you just need to let the paint cure a few days, and things will be fine.
