I am not a big horn tooter (chest pounder maybe but not horn tooter), but in my second book (Striper Strategies) I show three rigs for snag and drop. All 3 used for slightly difference purposes, basically distance. They are intended for the surf but work well in the boat. All are weighted, the weight system is two-fold, distance and dropping the pogie to the bottom where the big girls anxiously wait. They would lick their chops if they had a tounge.

The reason for not bringing it in is b/c you just hit a pogie at 75 yards, to reel it in re-hook it and then try to throw back out to that area in counter productive (and inpossible). Drop her where you hit her.
