Using Amps to compare any two items is not a truly useful metric. In theory, you would expect that as Amps increases so will your power output but that isn't necessarily accurate. Efficiency in the transfer of energy from electricity to mechanical power must also be considered. Amps is a measure of the energy going in, horsepower is a measure of the energy being put out. High Amps merely means that it will consume a lot of energy. Horsepower is an actual measure of the amount of work that can be done.
It would be the same as trying to tell which car is faster based on how much fuel they consume.
Go with HP.
