If it's a clean break leave it alone and find a tip that will fit but if not...
I've used a dremel with a cut off wheel and i have also used a fine tooth coping saw.. either way make sure you place the part you are going to cut on a block of wood and apply pressure.. also make sure you cut into the wood too and not just the blank. I have done this to both graphite and fiberglass rods in the past.

Another thing you might want to do also is to use a micrometer or calipers and measure the thickness to where you can get a tip that will fit nicely instead of an inbetween size.
