I think you still need a FFL to buy and sell a handgun. LTC is only to carry not to buy. Am I incorrect? |

Don't need an FFL if it is a personal sale between 2 valid license holders. A EFA 10 or a FA 10 needs to be done to complete the transaction.

That is if the buyer and seller are from Ma. If the seller is out of state then it has to go through an FFL and it has to be MA approved or a preban gun.

Preban and hand gun (gun its self) have NOTHING to do with each other.... When it comes to mags yes you are correct and you are also correct when it comes to assault rifles...

You are correct Don. Getting an LTC in RI is a cluster &$#@**. Have to go in front of the Attorney General and tell them why you need an LTC.
