Reasonably priced shortwave receiver that has the best probability of picking up HF/SSB 12359.0?

I know being on land the reception will blow.

No, the Icom R75 is not an option.

Sangean makes a nice little unit that's digital. That type of price your really in the higher end portables.

Actually if I bump my budget looks like I can get a discontinued Icom R71 relatively cheap.
