The lowest predicate for opening an FBI investigation is whether there is "information or an allegation" that a person has violated federal law. The higher standard is whether there are "specific articulable facts" that a person has violated federal law. Both have been met with this call.
And it's not just Tweety that's indictable, you think the other people on the call who kept speaking up are willing to go to jail for him?
In the Nixon adminstration there were 69 people indicted and 48 people—many of them top administration officials—were convicted.
