Looking for 25 to 40 hp??

I have a friend that needs a 25 to 40 hp outboard, with power tilt trim.
Older motor as long as sound! Hasn't got much cash, $1500 maybe a little more?? 15 or 20" shaft.

Going on a 14 whaler
