Try getting an LTC in RI. You have to go in front of the Atty General and explain why you want an LTC. If they don't like your answer, you don't get one.

I used to issue them about 35 years ago and then again for a couple of years prior to my retirement, because the regular guy was out sick. All Lawful Purposes was the reason I issued them for. I told people who just weanted it for target and hunting not to bother with that connotation, because it restricts you to much. The only other restriction you have to be concerned with is large or small capacity on the permit.

I only ever turned one guy down. He came in and applied for a permit. I took his money and checked his BOP. He had a felony conviction for B & E. He started yelling at me when I chastised him for thinking he would be approved. He blurts out I only stole lobsters during the B & E. Turns out he had a friend on the department and he received an FID card instead.
